Having an option for a common mechanism to handle overlays as a distinct layer presents huge advantages (as projects providing other layers are removed from managing it). The LISP mapping service mechanism is a mature, deployed solution for mapping various 'keys' (DST IP, (SRC,DST) IP, etc) to overlay topologies (for any sort of encap). In order to enable this as a 'layer' in the pipeline, we need to have an implementation of a LISP xTR. A LISP xTR (ingress/egress tunneling router) is simply something that does a lookup in the LISP mapping service and places flows onto the correct overlay topology. It is envisioned to provide the overlay layer to be used by other services (like Policy and SFC).
